What's the easiest way to obtain potassium chlorate?

KClO3 is a common compound in explosives but I haven't found any good sources
for it. Can anyone recommend how to make it at home or how to obtain it?

I know this is an old post, but maybe it will help someone who is still looking. You can get it for $8.00/Lb at http://pyrochemsource.com/Potassium-Chlorate-POT-CHLOR.htm it is a company in the US I believe. This is the site I use for my chems.

Drug stores carry KCl or potassium chlorIDE where you are looking for KClO3 or potassium chlorATE. There's a way of boiling bleach and adding potassium chloride but the more common method is getting stump remover(I've seen and researched myself that Stump Out does not contain potassium chlorate but as far as I know just about every other stump remover does)
